They said no to the dam twice. Then said yes by 87 percent.

Poway spent a hundred years as farm country, known for its peaches and its orchards, and the thing that kept it small was water. There wasn't enough of it. You can't build a town on a valley that runs dry.

So in January of 1954 the residents voted to form their own water district, 210 in favor and 32 against, and took on six hundred thousand dollars in bonds to build a system. The first water Poway ever delivered went to Gordon's Grocery on Garden Road that July. Sewer service came three years later, and the year after that, in 1958, the first tract homes went up along Pomerado Road.

That order matters more than it sounds. The pipe went into the ground before the houses did. Everything built after 1958 was built onto a system that already existed, which is why so much of Poway shares not just a build year but a build sequence. The year your street went in gives useful context for what may have gone in originally and what may still be there today, and that's the first thing worth establishing before anybody starts guessing.

Then came the dam. A three point two million dollar bond for Lake Poway went to the voters in 1964 and lost. It went back in 1966 and lost again. In 1969 it passed with eighty seven percent in favor, the dam was built in the early seventies, and Poway finally had storage of its own. The city incorporated in December of 1980 and called itself the City in the Country, which is not a slogan so much as a zoning decision. More than half this city is still dedicated open space.

That's also the plumbing reality out here. Poway zones parts of the city rural residential, as low as one home per four acres and in places considerably fewer, which means the line between the road and the house can be a serious distance. A longer run is more pipe, more joints, and more ground for a problem to hide under before it ever reaches a fixture. Some properties on that end are on their own well and septic instead of city sewer, which is a different system with different questions. A camera down the line or a pressure reading answers either one in a single visit.
